Situation
Naval LIFT hosted shared Jira and Confluence work for multiple Navy teams. Military rotations meant the people who understood a workflow regularly moved on.
Constraints
- Frequent personnel turnover across user and admin roles
- Workflows and permissions that had grown without documentation
What I did
I provided Tier-2 administration and governance for Jira and Confluence, including permissions, workflows, content, onboarding, and issue resolution. I documented how the platform worked so that knowledge lived in the system, not in individuals.
Why it worked
In high-rotation environments, documentation is the continuity plan.
Result
Teams kept working through turnover, and new staff had a documented starting point instead of relying on whoever was left.
